Unfortunately, Hino-sensei has no choice at all over that, it would depend entirely of DVD sale prospects, since it’s very pricy to make anime. ^^; Not a lot of money is made from it.
So it doesn’t depend on people wanting to watch one (unless they actually support the series and buy) or even on Hino-sensei hoping for one, it depends entirely on how many people would buy DVDs.

The VK anime did not sell very well so there are currently no plans of anymore being made. It’s not impossible it could be made in the future if it seems like it would be viable, business-wise, but it’s not currently something they have planned. Many series have ’come back’ before, when it seems that they might sell well again, but it’s not something certain or planned as of now.

It’s because so many people watch anime for free online, instead of actually buying DVDs etc. That just kills the series.
When there’s no support from the fans buying the DVDs etc., series just die off. ^^; Petitions won’t change anything either unless there’s a serious likelihood enough people would buy DVDs.

So all the fake trailers and that rumor people keep passing on every year of a 3rd season are just that, made up rumors. ^^;

But we can hope things might improve some day, if lots of people buy the current VK DVDs and the manga etc. ^^ So that the companies recognize that fanbase support and feel like it’s safe to go out on a limb with the costs of producing more of the anime.
